According to a police department news release issued late Wednesday, Rodriguez was shot by a member of the Special Investigations Unit who encountered a suspect "armed with a handgun."
Police said a "struggle ensued between the two" on Amsbry Street near Chenango Street and the investigator fired one shot from his department-issued gun. Rodriguez was taken to a hospital for treatment.
According to the news release, a handgun was recovered from the scene.
Police previously said the investigator was treated at a hospital and released. His name and the nature of his injuries were not disclosed.
A vehicle that reportedly had raced away from Amsbry Street was found a short time later parked at an apartment building at 211 Court Street.
City police were assisted by other law enforcement agencies in entering and searching the building as part of the shooting investigation.
Potential witnesses were questioned in connection with the shooting.
Police said Rodriguez has been charged with three felony counts of criminal possession of a weapon. He also was charged with resisting arrest and obstruction of governmental administration.
Investigators have not said whether others are expected to be charged in the case.
