Motorists in the Southern Tier continue to be hit with difficult winter driving conditions.

A Winter Storm Warning was issued for February 13 until 1 p.m. according to the National Weather Service.

Officials predicted an additional one to four inches of snow this morning, making for slippery travel.

Strong winds also complicated matters with drifting of snow over roads.  Several school districts that had been on delay opted to close.

There was ice accumulation in addition to snow on vehicles, so extra time esd be needed to clear cars.

Meanwhile, a New York State lawmaker from Saratoga is looking to advance legislation to fine motorists $75 for not clearing all snow and ice off their hoods, windshields and roofs of their vehicles.
