Windsor Man Charged With Sex Abuse in Homer

Cortland County Sheriff’s officials say a Windsor man is charged with felony sex abuse and criminal mischief for allegedly engaging in an altercation with the victim that included inappropriate contact.

46-year-old David Dibble is also charged with endangering the welfare of a child and harassment in the October 13 incident at a home in the Town of Homer.

Deputies were called to a home on Briar Hill Road at around 1 .m. with a report of a domestic dispute overnight.  The victim reported the physical and verbal altercation took place in the presence of a child and also accused Dibble of engaging in inappropriate contact. 

Authorities say the victim knows Dibble but the Windsor man does not live at the residence in Homer. 

Dibble was released on his own recognizance.
