High water following torrential rain from the remnants of Hurricane Florence prevented a popular Vestal restaurant from opening.

The water formed a virtual lake outside the Applebee's Grill and Bar in the Campus Plaza early Tuesday.

A restaurant manager said water did not enter the building. The business normally opens at 11 a.m. but remained closed until the water in the parking lot subsided.

The Vestal branch of Horizons Federal Credit Union was closed Tuesday because of the flooding.

A driver abandoned a white BMW in the high water when the vehicle became disabled.

Vestal town supervisor John Schaffer said the water rose to nearly four feet in the parking lot. Speaking on WNBF Radio's Binghamton Now program, Schaffer said the flooding apparently was the result of a clogged sewer line between the plaza and Route 434.

Crews from the New York State Department of Transportation were at the site Tuesday morning to assess the situation.
