Troopers say they found 30-year-old Frederick Neal Junior of Barton had an illegal stun gun when they stopped his vehicle March 19 pm State Route 96.
His passenger, 37-year-old Richard Godfrey of Owego, was found to be in possession of marijuana and a smoking device and was ticketed.
