SEPP Incorporated of Binghamton is developing the complex in the town of Union. The 10.4-acre site is located near Glendale Drive and Western Heights Boulevard. It's directly across from Glendale Park.

Agency executive director Anthony Fiala said the 50 units should be available around the end of June or at the beginning of July. Construction on the Cardinal Cove project began last spring.

New York State is providing about $7 million in funding for the complex. Preference for the units will be given to those who were directly affected by the flooding in September 2011.

Residents will have to meet certain income eligibility requirements.

Applications for the townhouses aren't be accepted yet. Fiala said interviews of prospective residents may start in April or May.
