A Pennsylvania man was sent to Broome County Jail on several charges after state police say his vehicle was spotted parked in the middle of a road in Windsor.

Authorities say Jason Penny of Susquehanna was arrested Thursday following the traffic stop on Fairview Drive.

Police say Penny was believed to have been impaired by drugs. Troopers say he was found to be in possession of marijuana, pills and hypodermic needles. He also allegedly possessed fireworks and a switchblade knife.

Penny was charged with driving while his ability was impaired by drugs and marijuana possession. He also was charged with possession of a controlled substance, weapon possession and unlawfully dealing with fireworks.

Penny was arraigned in Windsor town court and sent to Broome County Jail on $1,000 bail.
