A 36-year-old Chenango County man has been charged with first-degree murder in connection with a young girl's death.

Authorities say James Brower of the town of Norwich was arrested late Tuesday. He was arraigned in Chenango County court and sent to the county jail without bail.

Investigators believe Brower is responsible for the death of 11-year-old Jacelyn O'Connor of Morris.

State police were called to Brower's home on County Route 33 shortly after 11 a.m. Sunday to investigate a report of a girl in cardiac arrest.

When troopers arrived at the residence, they found the girl had died. Police say the death was ruled a homicide.

Brower is scheduled to appear in Norwich town court at 9 a.m. Thursday.

State police say the Chenango County Sheriff's Office and the county district attorney's office have assisted in the investigation.
