The City of Binghaamton is looking for $20 million to make changes to the parking lot behind the CVS Pharmacy and former J.C. Penny building at the corner of Hawley and Washington Streets to convert it into a mixture of parking, commercial space and housing.

Binghamton Mayor Richard David says the conversion would help offset the parking shortage downtown with the pending demolition of the crumbling Collier Street Parking Garage.

David says the City asked for proposals for a public-private mixed-use development project for the site owned by the Binghamton Urban Renewal Agency in July.

Newman Development Group was the only one to submit a proposal.

The design includes 8,500 to 13,000 square feet of ground floor commercial space on Washington Street and 310 to 362 parking spots as well as residential space either above the parking and commercial space or in a separate attached tower.

September 1, the Southern Tier Regional Economic Development Council named the development to its priority list of projects but has not disclosed just how much money it will recommend for the plan.
