The brutal winter weather has not had a major impact on construction work at the MacArthur Elementary School site on Binghamton's South Side.

As many as 100 people are busy on the $80 million project throughout the week.

The new school will replace the building that was wrecked by flooding in September 2011.

Binghamton City School District officials initially had hoped the school could be ready in time for the start of the 2015-16 school year in September. But the final approval for the project was delayed by the State Education Department, pushing back the expected completion date.

District administrators have said they have been looking toward a "substantial completion date" of November 16. But that's a tentative target that is subject to change based on status reports from the project contractor.
