Workers are busy providing a makeover to a drab IBM factory building on Endicott's North Side.

Exterior enhancements to "Building 46" on the Huron Campus at Watson Boulevard and McKinkley Avenue started a couple of weeks ago according to employees of a data center at the site.

The bleak-looking concrete is being repainted with black highlights to give the structure a more modern look.

Chris Pelto, who oversees Huron Campus operations for Phoenix Investors, hasn't returned calls in recent days seeking information about the work now underway inside and outside the building.

The structure was built more than eight decades ago. It's unclear whether the improvements are the result of an existing tenant's expansion plans or if they are being made for a new tenant.

Broome County Executive Jason Garnar Thursday said Phoenx "has been incredibly aggressive with bringing more activity to the site."

Garnar said he's looking forward to meeting with the Huron Campus owner soon to discuss the future of the property that once was home to IBM's sprawling local manufacturing complex.
