A man who apparently was highly intoxicated was arrested after an off-duty trooper reported a suspicious person in the parking lot of the New York State Police Academy.

Troopers were sent to the parking lot of the academy in Albany to investigate.

According to state police, the troopers observed 49-year-old Patrick French driving in the parking lot. They say he stopped and got out of the vehicle, then laid down in a grassy area behind the academy.

Troopers who spoke with the Albany man detected an odor of alcohol on his breath and impaired motor coordination. He was taken to a nearby state police station where a breath test was administered. The test revealed a blood alcohol content of 0.28 percent, more than three times the legal level.

French was charged with aggravated driving while intoxicated. He was released with appearance tickets for Albany city court.
