Downtown Binghamton Apartment Complex Planned

Eight townhouse units and nearly 40 apartments are being proposed as part of a project envisioned for a rundown section of downtown Binghamton.

The complex would be developed by Housing Visions Consultants of Syracuse. The firm bills itself as a "sustainable neighborhood revitalization company."

The project would be developed using properties on Court and Pine streets.

Mark Scoville, who owns a building at 235 Court Street, said he has had a sales contract for the property for about six weeks. Scoville currently is using the building for storage.

Two other vacant properties - at 76 and 78 Pine Street - are owned by the city. They would be sold to Housing Visions for a nominal fee. Another vacant site at 77 Pine Street also would be sold for use in connection with the project.

Housing Visions has been working on the project in conjunction with the YWCA. The plan calls for 39 apartments in a building on Court Street. It also includes eight attached townhouse units to the north on Pine Street.

The project is contingent on grant financing. It will be several months before grant decisions are announced.
