Tainted Soil to Be Removed from Binghamton Apartment Site

Petroleum and contaminated soil at the site of a major Binghamton apartment project must be hauled away from the property.

State officials are seeking public comment on the cleanup plan that is being proposed at the former Stow Manufacturing site at 435 State Street. The site also has been occupied by retail outlets, including a Big Lots store.

A $20 million mixed-use housing development is to be built on the property, which will be called Canal Plaza.

The Department of Environmental Conservation is moving to finalize the requirements for removing tainted material from the "brownfield" site.

The agency is accepting written comments about the remediation plan through March 15.

The proposal calls for removing about 20 cubic yards of lead contaminated soil and removing some "floating petroleum" from the site.

A 48-unit apartment complex and a small neighborhood grocery store are planned as part of the project, which is expected to be completed next year.
