According to the Broome County Sheriff's Office, 26-year-old Adam Welch of Binghamton was found unconscious in a vehicle that wound up in heavy brush in the Town of Kirkwood.

A sheriff's department sergeant discovered the vehicle off Old State Road on Saturday.

Investigators say Welch was freed from the wrecked vehicle and taken to Wilson Medical Center in Johnson City for treatment.

A drug recognition expert was brought in to assist in the investigation. Police concluded Welch had been under the influence of a depressant.

Welch was charged with driving while his ability was impaired by drugs. He also was charged with unsafe lane change.

Welch was issued tickets returnable to Kirkwood town court.
