Former mayor Matthew Ryan has returned to Binghamton with a plan to construct a solar-powered house.

Ryan, who left office nearly three years ago, had been living in Tompkins County to be closer to his wife's place of employment. He moved back to the city about two weeks ago.

Ryan said he has purchased property on the West Side where he intends to build what he believes would be Binghamton's first totally passive and active solar house.

The former mayor said he plans to look into solar energy incentive programs as pursues the concept.

Ryan didn't say when he expected construction work on the house would get underway. He discussed his solar house plan on WNBF Radio's Binghamton Now program.

Ryan has said he intends to become active again in the political scene in the Binghamton area. He said he's receiving encouragement from supporters to consider running again for mayor. He could not run for reelection in 2013 because of a new city term limit law.

Mayor Richard David has said he plans to seek a second term in next November's election.
