The abandoned dog was found in a wooded area near Hoxie Gorge Freetown Road in the Town of Freetown December 13.
The Cortland County SPCA facebook page shows the thin, brown dog with a red nylon rope around its neck.
Officials said they believed the animal would have died from starvation or exposure to the elements had not a passerby responded to the dog barking.
Anyone with information should call the Cortland County SPCA Law Enforcement Division at (607) 753-9386.
