Delaware County Probation Director Scott Gleckert says he doesn't have the staff, office space or infrastructure to put in place the bail changes passed by New York State Lawmakers that would eliminate pre-trial detention and cash bail in many cases.

Bob Joseph/WNBF News [file][/caption]The new regulations designed to reduce the number of people, often without financial resources to post cash bail, languishing in jail waiting for trial.

The probation director in Warren County also told lawmakers November 14 that money is needed for localities to implement the changes.

The new law eliminates pre-trial detention for most misdemeanor and non-violent felony cases.  It also allows the court to release a person in some cases.

The changes are due to go into effect in the beginning of 2020.
