The owner of the Tuscarora Mobile Home Park in Windsor is being stopped from turning off utility services and other resources to the park, which has been the source of several complaints from residents in the past.

The Broome County Court order against Qig Zue Zhang, also known as John Zhang, comes after County Health Department officials were informed July 22nd that water had been turned off to the 50 to 70 residents of the park.

Zhang is also prohibited from admitting new tenants to the park on State Line Road.

Broome County sent in a potable water tanker but residents said they were still concerned, not only about access to clean drinking water, but to what would happen if a fire were to break out.

Caseworkers from the Broome County Department of Social Services are working with residents seeking temporary assistance and staff members are talking to those looking for relocation.
