Interior and exterior construction work is continuing at the new Water Street parking facility in downtown Binghamton.

The first level of the garage adjacent to Boscov's department store opened just before Thanksgiving. That move provided a few dozen parking spaces for customers during the holiday shopping season.

Workers have been installing corrugated metal panels on the outside of the structure.

Although a section of the first garage level has been open for several weeks, additional work is continuing on the upper floors of the five-story structure.

A section on the northeast corner of the garage's street level will be available for lease by a commercial tenant. The city will seek proposals for use of the space.

Mayor Jared Kraham has said that that although a small portion of the parking garage is now open, the facility remains an active construction site. Operations may be adjusted as needed in the coming weeks while work on the project is wrapped up.

The Water Street parking ramp replaces another city-owned garage that had opened on the site in 1970.

The old parking facility was closed just after Christmas in 2021 because of structural problems.

The city initially pursued plans for a mixed-used facility at the site that would have including a parking garage with a 120-unit apartment building on top. That plan was scuttled when the city school district Board of Education rejected a package of tax breaks for the prospective developer.
