Time Warner Cable subscribers in upstate New York may be unable to watch an all-news channel that's set to launch next Tuesday.

Al Jazeera America is planning to start operations from its New York City headquarters on Tuesday.

But the channel has yet to reach an agreement with Time Warner to reach millions of its cable customers across the United States.

Joli Plucknette-Farmen, a Time Warner Cable spokeswoman in Rochester, told WNBF News that discussions with Al Jazeera America are continuing but no agreement has been reached.

Plucknette-Farmen would not speculate on whether a deal might be reached in time to clear the way for the channel to be added to Time Warner systems for its inaugural programing.

Time Warner Cable suddenly dropped Current TV from its systems last January when Qatar-based Al Jazeera acquired the struggling operation that had been co-founded by former vice president Al Gore.
