
Broome County Sheriff Details Two Recent Motorcycle Pursuits
Today, April 30, 2026, the Broome County Sheriff's Department released a report of two recent, but separate motorcycle pursuits last week.
Fleeing Motorcyclist
The first incident occurred on Thursday, April 23, 2026, around 9:18 p.m when Broome County Sheriff’s deputies observed a motorcycle traveling at a high rate of speed on Burr Avenue in Binghamton.
Despite an attempted traffic stop, the operator of the motorcycle failed to stop, fleeing south on Pierce Creek Road, then onto Saddlemire Road, Morgan Road, Stevens Road, and then back onto Pierce Creek Road, traveling north.
The report notes that shortly after the motorcyclist turned onto Pierce Creek Road, he lost control and slid sideways, falling off the motorcycle and onto a grassy area. The motorcyclist was identified as 56-year-old Donald Stocks from Johnson City.
Stocks was taken into custody without incident and charged with Unlawful Fleeing a Police Officer in a Motor Vehicle in the 3rd Degree, Obstructing Governmental Administration in the 2nd Degree, Aggravated Unlicensed Operation of a Motor Vehicle in the 3rd Degree, and 10 additional traffic violations.

Speeds Of Over 100 MPH
Then, just before 10 p.m on Friday, April 24, 2026, Broome County Deputies observed a motorcycle traveling at a high rate of speed on Tompkins Street in Binghamton. Deputies attempted a traffic stop, but the operator failed to comply, traveling at speeds up to 80 mph while heading east through Conklin Avenue and onto Conklin Road.
Sheriff's Deputies began a pursuit, but lost visual near the Conklin/Kirkwood Bridge. Members of the Broome County Sheriff’s Office Strategic Response Group eventually located the motorcycle as the operator attempted an illegal U-turn on Colesville Road in Binghamton.
According to the report, he circled a patrol car, turned onto Corporate Drive in the Town of Kirkwood, followed by taking the ramp onto Interstate 81, as he reached speeds over 100 mph.
At that time, deputies terminated the pursuit. Not long after, the Strategic Response Group once again located the motorcycle and its operator, but this time stopped and disabled at the intersection of Court Street and Colesville Road.
The operator of the motorcycle was identified as 23-year-old Osciano Swartz of Binghamton, who was taken into custody without further incident. The motorcycle, along with its Arizona license plate were found to have never been registered and was impounded.
Swartz was charged with Unlawful Fleeing a Police Officer in the 3rd Degree, Reckless Endangerment in the 2nd Degree, Obstructing Governmental Administration in the 2nd Degree, and Reckless Driving, along with 16 various traffic violations.
