Police say some Johnson City residents surprised a burglar when they returned home.

Investigators say the man who had illegally entered the residence ran out a back door. The suspect apparently was planning to steal items from the home.

Authorities say the residents told police they recognized 33-year-old Matthew Neer as the intruder.

Police later placed a phone call to Neer who advised an officer of his location in Binghamton. City police were notified and sent a unit to assist in taking Neer into custody.

Neer was charged with second-degree burglary, a felony. He was arraigned in Johnson City village court and ordered held in Broome County Jail.
