According to Mayor Jared Kraham, a state supreme court judge has signed a judgment of $634,550 after he determined 19 of 20 code violations cited by the city had not been abated.
The code violations included no heat or hot water, a collapsing ceiling and leaking pipes as well as broken and boarded up windows.
A reinspection of the house revealed conditions - including the ceiling problem - had worsened.
The mayor's office said the property is owned by Jerry Einhorn and Endicott Properties LLC of Monsey in Rockland County. Kraham said the case represents a victory against an "out-of-town slumlord."
A 44-year-old man who was described as a heroin dealer was killed in the Stone Street house in 2013.
A Binghamton man convicted of murder and robbery in the case remains in state prison service a sentence of 25 years to life.
