The Village of Windsor is being taken to task for its billing practices for water services.

New York State Comptroller Thomas DiNapoli says an audit found Village officials did not periodically read all customer meters to make sure they are accurately billed, the clerk did not have a consistent method for estimating water bills and estimated and customer-submitted water usages did not always appear to be accurate.

The audit recommended developing procedures to measure un-metered water use and to periodically read customer meters.  The Comptroller also said work should continue to identify leaks and upgrade the Windsor water system infrastructure.

The Village says it has taken or plans to take steps recommended by the report to fix the problems.

The audit was taken between March 1 of 2018 and April 30 of last year.
