New York State is setting perimeters for the development of new, full-service casinos.

The Gaming Commission is setting up three regulatory workgroups to work on a first-draft of proposed rules.

The three workgroups will deal with problem gambling, disabled accessibility and workplace diversity.

Additional workgroups could be set up in the future.

Meanwhile, the Gaming Commission will be taking new applications for a fourth casino license for the Southern Tier.
