For now, it doesn’t look like residents will be getting any refunds on their sewage fees in spite of word that the City of Binghamton and Village of Johnson City have asked for a direct payback of $4 million unspent capital fund money at the Joint Sewage Treatment Plant.

Binghamton Mayor Richard David says the city had been in deficit in its share of the cost of running the plant and any left-over money will have to be used toward fixing the problems at the facility in Vestal that are keeping it from complying with New York State regulations.

The plant has been looking at about $14 million in upgrades and repairs but some projects were put on delay as work continued on fixing damage from the 2011 flood.

The plant board and municipal officials say they plan to sit down to discuss resolving the funding questions.
