Authorities say Thomas Stevens of Richford was charged with felony driving while intoxicated following the incident on Route 79 in the Town of Richford.

According to state police, a trooper was sent to the scene of a reported crash on Monday afternoon.

An investigation indicated the vehicle driven by Stevens had struck two large boulders as he tried to leave the parking lot of a Mirabito convenience store. Police say he tried to drive away but the vehicle came to a stop because of a broken axle.

In addition to the DWI count, Stevens was charged with reckless driving and leaving the scene of a property damage accident.

Police say the DWI charge was a felony because Stevens had a prior conviction within the past decade. Authorities say he refused to submit to a blood alcohol test.

Stevens was arraigned in Richford town court. He was sent to Tioga County Jail on $5,000 bail.
