Population

What New York State county is the smallest? Without looking, I thought it might be a county in either Central or Western New York, but I was wrong.

I didn't realize until now that I grew up in the county with the 2nd least population in the state and the least in the Southern Tier.

While a lot of states have seen population losses others have seen growth including one rural county located northeast Pennsylvania.
