The Southern Tier has been one of the most successful regions in New York State for tackling coronavirus head-on, and now, the region will graduate on to the next phase of reopening.


Guidance on what industries will be reopening is expected to be released later Tuesday, Garnar said, but he did say that it will definitely include a boost in allowed church capacity.

The Southern Tier has been in Phase Three since June 11. With Phase Three, indoor dining for restaurants was okayed with limits on capacity. That capacity allowance is expected to increase for Phase Four.

Nail salons, spas, and tattoo parlors were among the industries that were allowed to reopen in Phase Three.

As of Tuesday, there were 35 active cases in Broome County, with 18 of those in the Town of Vestal.
