One of the two remaining city-owned parking garages in downtown Binghamton has a dozen levels but no working elevators.

Hundreds of people use the State Street ramp every day. The garage has eight floors for above-ground parking and four levels below street level.

The elevators in the garage have not functioned for many years. It's unclear when they were taken out of service, although one parking ramp employee estimated the elevators haven't worked for "a couple of decades."

Although the elevators don't work, there are no signs indicating they are out of service.

More people who work and shop downtown are using the State Street garage since the city permanently closed the Collier Street parking ramp in November.

Binghamton University students who live downtown also utilize the State Street facility. Some state and federal government cars also are parked in the garage.

Those who park above or below the street level must trudge up and down several flights of stairs because there is no elevator service.

A source familiar with the operation of the facility has said the city intends to have new elevators installed in the ramp. It's not known how much such a project would cost or when it might be announced.
