
Broome County Deputy Honored With Statewide Award
The Broome County Sheriff’s Office is celebrating one of its own after Chief Civil Deputy Jesse Genter was named the 2026 Civil Deputy of the Year by the New York State Sheriff’s Institute. The recognition highlights not just years of service, but a career built on leadership, training, and trust.
Genter’s Extensive Career and Leadership
Genter is a veteran of the Broome County Sheriff’s Office with more than two decades of experience. He currently oversees the BCSO Civil Division and is one of the longest-serving Civil Chiefs in New York State. In addition to his local responsibilities, Genter serves as an instructor for the New York State Sheriff’s Institute Civil School, helping train civil personnel from sheriff’s offices across the state. That means his impact stretches far beyond Broome County.
Statewide Influence Through Training and Policy
According to New York State Sheriff’s Institute Executive Director Chris O’Brien, Genter is known statewide for his expertise in civil operations. As one of the Institute’s lead instructors, he has trained deputies and civil employees across New York. He has also conducted operational audits and served as an advisor on civil policies and procedures. His role, O’Brien noted, requires precision and a deep understanding of the law.

Genter’s Approach to Leadership and Mentorship
Genter says the most rewarding part of his job is helping deputies learn how to do their work safely, respectfully, and correctly. “You’re never wrong to do the right thing,” he said, expressing appreciation for the Sheriff’s Institute and the leadership within the Broome County Sheriff’s Office. Sheriff Fred Akshar and Undersheriff Sam Davis echoed that sentiment, saying Genter’s expertise and leadership have consistently earned their trust.
Responsibilities of the Civil Division
The Civil Division plays a critical role in the county. It is responsible for enforcing civil processes received from courts, attorneys, and residents. That includes serving summonses, handling income and property executions, carrying out evictions, delivering subpoenas, and processing family court papers and orders of protection. It is detailed, often complex work that directly impacts people’s lives.

Role of the New York State Sheriffs’ Institute
The New York State Sheriffs’ Institute was formed in 1979 to operate charitable and educational programs connected to the New York State Sheriffs’ Association. Since 1934, the Sheriffs’ Association has supported training, accreditation, public safety initiatives, and legislative advocacy for sheriffs across the state.
For Broome County, this award is a reminder that the work happening locally is being noticed statewide. And for Chief Civil Deputy Genter, it is recognition of a career dedicated to doing the job the right way and teaching others to do the same.
