Police: Disgruntled Hallstead Man On Scooter Charged With Arson
Pennsylvania State Police Fire Marshal Unit officials say an 83-year-old Hallstead man is being charged in connection with three separate fires at an apartment building in the borough.
Officials say Vincent Dallessandro told them he set the fires because he was angry at the building manager.
Authorities were called to a dumpster fire in the parking lot of the Franklin Avenue multi-unit structure on September 3. September 4, authorities say someone threw a burning bag of papers behind a vehicle while on September 6, a burning bag of papers was tossed alongside the building.
Troopers say someone was seen on bank security cameras traveling toward the building and the same man was seen lighting and throwing the burning bag behind a resident's vehicle.
Dallesandro, who uses a "Jazzy" electric mobility scooter, told Troopers he was upset at the owner and manager of the building because he did not receive his security deposit back after he moved out of the building.
Dallesandro is charged with arson and recklessly endangering another person.
He was released on $50,000 bail to await a preliminary hearing later this month.
