Authorities in Delaware County say a man faces 41 counts of violating state animal fighting and animal cruelty laws.

41-year-old Nasir Azmat of Franklin was arrested following the discovery of 20 dogs being kept in what investigators described as "deplorable conditions."

Azmat has been charged with possessing dogs under circumstances evincing an intent that they engage in animal fighting. He also was charged with owning or possessing animal fighting paraphernalia.

The town of Franklin dog control officer ticketed Azmat for 19 counts of harboring an unlicensed dog.

Azmat was ordered to appear in Franklin town court on February 27.

Sheriff's deputies found no evidence of dog fighting occurring at the residence on County Highway 21 but they find indications the dogs were being trained to fight.
