A major street reconstruction project has resumed in downtown Binghamton and that means challenges for business operators and their customers.

State Street between Henry and Lewis streets once again is closed to through traffic as  work on the $3.9 million job continues.

An employee at Chris' Diner at 192 State Street expressed frustration at the situation, saying "it's horrible."

A flagger posted at Henry and State street will direct diner customers into the work zone so they can park in the lot next to the business. But some people who ordinarily might visit the restaurant appear to be avoiding the place because of the construction operations.

Streetscape improvements are being made as part of the city's "DECO District" initiative. The work includes new lighting, wider sidewalks and more pedestrian-friendly features.

Vacri Construction Corporation of Binghamton is the general contractor for the project.

The street closure now in effect is to facilitate the construction of a raised concrete crosswalk in the middle of the block. The street is expected to reopen by April 21.

In a letter to State Street residents and business owners, project manager Paul Nanni said landscaping and paving operations are planned in coming weeks.
