This list of arrests and charges was released from the Broome County Sheriff's report on April 30, 2026. Activities and arrests are listed below. Persons accused of any crime are considered innocent until proven guilty.

Burglary

This week's report begins with a burglary investigation in the Town of Sanford, where the Broome County Sheriff's Office noted that Emily Cecere of Binghamton was charged with Burglary in the 3rd Degree and Conspiracy in the 6th Degree.

29-year-old Philip Briggs, Jr. from Deposit was charged with Burglary in the 3rd Degree, Possession of Burglar Tools, and Conspiracy in the 6th Degree, following a burglary investigation in the Town of Sanford.

Criminal Possession

Emily Melia of Hallstead, Pennsylvania, was charged with three counts of Criminal Possession of a Controlled Substance in the 7th Degree, following a traffic stop in the City of Binghamton.

Following a traffic stop in the City of Binghamton, Elyis Ellsworth from Binghamton, was charged with two counts of Criminal Possession of a Controlled Substance in the 7th Degree.

48-year-old James McMiller of Johnson City was charged with Criminal Possession of a Controlled Substance in the 7th Degree, following a traffic stop in the Town of Dickinson.

Stephen Miller, age 37 of Binghamton, was charged with Criminal Possession of a Controlled Substance in the 7th Degree, following a traffic stop in the City of Binghamton.

Assault

After an investigation into a domestic incident in the Town of Union, 35-year-old Jesse Catanzaro of Endicott was charged with Assault in the 3rd Degree, Child Endangerment, and Obstructing Governmental Administration in the 2nd Degree.

Multiple Charges

Gerald McLain from Endicott was charged with three counts of Reckless Endangerment in the 2nd Degree, Obstructing Governmental Administration in the 2nd Degree, and three counts of Illegal Discharge of a Firearm, following an investigation into shots fired in the Town of Union.

Promoting Prison Contraband

40-year-old Jalil Ruiz of Binghamton was charged with Promoting Prison Contraband in the 1st Degree, following an investigation into contraband at the Broome County Correctional Facility.

Criminal Possession

Bruce Shurr from Newark Valley was charged with Criminal Possession of a Controlled Substance in the 7th Degree and Criminal Use of Drug Paraphernalia in the 2nd Degree, following a traffic stop in the City of Binghamton.

Following a traffic stop in the City of Binghamton, Stephen Miller, age 37 of Binghamton, was charged with Criminal Possession of a Controlled Substance in the 7th Degree.

Petit Larceny

This week's report listed Joshua Brown from the Town of Dickinson as charged with Petit Larceny, following a larceny investigation in the Town of Chenango.

Obstructing Governmental Administration & Other Charges

23-year-old Osciano Swartz from Binghamton was charged with Unlawful Fleeing a Police Officer in the 3rd Degree, Reckless Endangerment in the 2nd Degree, Obstructing Governmental Administration in the 2nd Degree, and Reckless Driving, a Misdemeanor, along with 16 traffic violations following a pursuit in the City of Binghamton.

Following a pursuit in the City of Binghamton, Donald Stocks of Johnson City was charged with Unlawful Fleeing a Police Officer in the 3rd Degree, Obstructing Governmental Administration in the 2nd Degree, and Aggravated Unlicensed Operation of a Motor Vehicle in the 3rd Degree, along with 10 traffic violations.
