Binghamton Mayor Richard David is expected to outline his plans to pay for propping up public safety and the city’s crumbling infrastructure during his 2016 budget address.

Accomplishing those and other goals will be a challenge with the City looking to reign in property taxes.  The Mayor says, however, he does expect another hike in that rate, similar to last year’s .5% increase.

The Mayor says the tax rate needs to be stabilized and spending reduced to prevent any future big tax hikes.

The spending plan is expected to include leaving a number of vacant government jobs unfilled and reducing some full-time city workers to part-time.

The budget address is to be given at 7 p.m. today in the Binghamton City Council Chambers.

Once council members have the plan, the lawmakers will have until October 30th to make changes, a public hearing will be scheduled and the council will adopt a budget.  Mayor David then has until November 6th to make any vetoes.  A final version of the budget is due by November 20.
