The city of Binghamton is publicizing some of its guidelines for police officers in response to questions raised by residents.

Mayor Richard David Wednesday said he's heard from people who expressed concerns about the Binghamton Police Department "use of force" policy.

In a news release, David said the death of George Floyd in Minneapolis "has sparked important conversations about race and the role of police in America."

The mayor released the specific "use of physical force" and "use of deadly physical force" policies governing members of the city police department.

David noted chokeholds and neck restraints may not be used by police. Officers also are required to deescalate situations and are instructed to exhaust all alternatives before shooting.

Since 2016, Binghamton police officers are required to prevent or stop another officer "from using force that violates law or policy" based on training. That rule is not part of the written policy but is to be included in the department's next policy update.
