The Central New York division of the American Red Cross plans to celebrate the resilience of Southern Tier residents on September 6th, one year after the region suffered catastrophic flooding from Hurricane Irene and Tropical Storm Lee.  The remembrance program will be held at the Terra Cotta on State Street in downtown Binghamton starting at noon. Elected officials and representatives from organizations and businesses that responded with relief efforts as well as residents with their stories of survival and recovery will be featured.
