The National Weather Service has a Wind Chill Warning in effect until 4 p.m. February 13 with the potential for wind chills of 25 to 35 below zero.

A Wind Chill Advisory is also in effect from 1 a.m. February 15 to 10 a.m. February 16 when the National Weather Service says the wind chill could be even colder, falling to as low as 30 to 40 below.

The Southern Tier Chapter of the American Red Cross is offering some advice for dealing with the bitterly cold temperatures.

The Red Cross says several layers of clothing, including a hat and gloves can help stave off hypothermia.

You should know the signs of hypothermia including confusion and severe shivering. Also recognize frostbite: numbness, flushed gray, white, blue or yellow skin and get medical attention immediately.

Bring pets inside and to avoid frozen pipes, run water at a trickle.

Do not use a stove or oven to heat a home.

Space heaters should be on a level, hard surface and anything flammable should be kept at least three feet away.

Turn off space heaters before leaving a room
