Authorities say 28-year-old Marcell Harris turned himself in to investigators at city police headquarters around 10 a.m. Wednesday. He was accompanied by his attorney.

Harris was arraigned in Binghamton city court and sent to Broome County Jail without bail.

Detectives believe Harris shot 35-year-old Naheen Spencer of Binghamton in the area of Victoria's Cafe at 153 Susquehanna Street. The shooting occurred shortly before 4 a.m Saturday.

Spencer, who had been shot in the chest, was hospitalized in critical condition at Wilson Medical Center in Johnson City. Police on Saturday afternoon announced Spencer had died.

Detective Captain Jack Collins has said investigators were not able to speak with Spencer prior to his death because of the severity of his injuries.

Police say the investigation is continuing. They would not say whether additional arrests are expected.

People with information about the incident may contact the Detective Bureau at 607.772.7080.
