A 35-year-old man has been accused of taking photographs under the dresses of women at a Johnson City business.

Village police say Thomas Ward Jr. of Endicott was charged with second-degree unlawful surveillance, a felony.

Investigators say Ward tried to flee when he was stopped by a police officer. He was taken into custody after a short chase and a struggle with the officer.

Police say employees of the business helped the officer to apprehend Ward.

In addition to unlawful surveillance, Ward was charged with assault and resisting arrest. He also faces a count of obstructing governmental administration.

Ward was arraigned in Johnson City village court and sent to Broome County Jail.
