A Central New York man is charged with felony criminal possession of a controlled substance and resisting arrest after New York State Police say they found him slumped over the steering wheel of a vehicle in Dryden.

31 year old Joshua Rutan of Dryden reportedly had been driving while under the influence of drugs and was found to have seven grams of heroin in his possession November 5.

Authorities say as they attempted to take Rutan into custody at around 6 a.m., he resisted arrest.

Troopers say a search of the man’s vehicle turned up several items commonly used for the sale of narcotics.

Rutan was sent to the Tompkins County Jail on $10,000 bail.
