Wellsboro Contractor is Accused of Cheating Bradford County Couple

Pennsylvania State Police claim an Ulster Township Couple was bilked by a home improvement contractor.

33 year old Charles Carr of Wellsboro is charged with theft by deception for allegedly entering into an agreement with the couple to do work on their property that he never completed.

Investigators say the couple was not reimbursed for the money Carr received as a down payment.

Troopers say in addition to theft by deception, Carr is charged with receiving stolen property and home improvement fraud. All counts are felony level.

Carr’s been ordered to appear in court next month.
