Broome County Sheriff's Department Arrest Report For October 22nd

The Broome County Sheriff's Department released this charges and arrest report on October 22, 2026. Activities and arrests are listed below. Persons accused of any crime are considered innocent until proven guilty.

Promoting Prison Contraband

As a result of a contraband investigation at the Broome County Correctional Facility. 41-year-old Jessika Bilal from Endicott was charged with Promoting Prison Contraband in the 1st Degree, a Class D Felony.

40-year-old Michael Harper of Elmira was also charged with Promoting Prison Contraband in the 1st Degree, a Class D Felony, following a contraband investigation at the Broome County Correctional Facility.

In addition, Thanh Nguyen, 52 years old, of Binghamton, was charged with Promoting Prison Contraband in the 1st Degree, a Class D Felony, and Obstructing Governmental Administration, following a contraband investigation at the Broome County Correctional Facility.

Grand Larceny

Endicott resident, Branden Kimmel, was charged with Grand Larceny in the 4th Degree, a Class E Felony, following a larceny investigation in the Town of Union.

Child Endangerment

48-year-old Heather Delil from the Town of Dickinson was charged with Child Endangerment and Harassment in the 2nd Degree, a Violation, following an investigation in the Town of Dickinson.

Criminal Mischief

Following an investigation into a domestic incident in the Town of Lisle, Michael Krise, Jr., age 31, of Whitney Point, was charged with Criminal Mischief in the 4th Degree and Harassment in the 2nd Degree.

Criminal Contempt

Michael Teeter, 50 years old, of Binghamton, was charged with Criminal Contempt in the 2nd Degree, following an investigation into an order of protection violation in the Town of Union.

Criminal Possession

Following a traffic stop in the City of Binghamton. 60-year-old Darl Ellis, Sr. from Binghamton, was charged with Criminal Possession of a Controlled Substance in the 7th Degree, Aggravated Unlicensed Operation of a Motor Vehicle in the 2nd Degree, along with multiple traffic violations.

Jennifer Haigh, age 39 of Endicott, was charged with Criminal Possession of a Controlled Substance in the 7th Degree, following a traffic stop in the Town of Union.

34-year-old Dianna Jones from Montrose, Pennsylvania, was charged with Criminal Possession of a Controlled Substance in the 7th Degree, following a narcotics investigation in the City of Binghamton.

Christopher T. Wignall of Binghamton was charged with two counts of Criminal Possession of a Controlled Substance in the 7th Degree, following a traffic stop in the Town of Union.

As a result of a traffic stop in the City of Binghamton, 73-year-old Matthew Young was charged with Criminal Possession of a Controlled Substance in the 7th Degree.
