Twin Tiers Emergency Services officials describe Halloween night as "wild" with reports of wires down, flooding and even debris flying into moving vehicles.
The National Weather Service says a strong cold front moving through the area could bring strong winds and a potential for enough rain to cause some flooding.
The Southern Tier is again cleaning up from some minor urban flooding following strong thunderstorms that brought heavy rain and even some hail to the region.
