The National Weather Service has issued a Hazardous Weather Outlook with a Flood Watch and Flash Flood Warning in Central New York and Northeastern Pennsylvania.

The National Weather Service in Binghamton is cautioning Twin Tiers residents to be aware of the possibility of flash flooding from heavy rain in the area.

Flash Flood Watches are being expanded in anticipation of the arrival of what is left of Hurricane Ida.

A big portion of New York State is on watch for the possibility of flash flooding on creeks and streams as well as water across roadways.

A large portion of Delaware County is under a flash flood warning, as Tropical Storm Isaias makes its way up the east coast.

Southern Tier residents are being advised to prepare for the possibility of additional flash flooding.

The National Weather Service extends the Flash Flood Watch is now in effect until 8 p.m. July 14 for a portion of central New York, including Broome, Chenango, Cortland and Delaware counties.
