Per a report by Pat Giblin of Localsyr.com, the New York State Office of Cannabis Management has released its final regulations for Conditional Adult-Use Retail Dispensary licenses as well as the application to acquire the license.

The application requires a variety of business-related information as well as information about whether an applicant has been convicted of a marijuana related offense in the past prior to March 31, 2021.

Executive Director of the Office of Cannabis Management Chris Alexander stated "After our review of more than 600 public comments, the regulations and applications for CAURD licenses are ready for final consideration by the Board as we work to chart a new course for how cannabis markets can be established with equity and inclusivity at the forefront."

Previous reporting from WNBF's Bob Joseph outlined a number of Binghamton locations that would be zoned to house a cannabis business, along with information on buffer zones between properly zoned cannabis businesses and places like schools and places of worship. Now that the regulations and application processes have been finalized, proposals for opening cannabis businesses in those properly zoned areas may not be too far off. That article also noted that public commentary would be included as part of the process for approving those locations.

The expectation is that adult-use recreational cannabis sales will begin in New York State by the end of 2022. And in addition to providing residents who wish to purchase cannabis legally a place to do so, the cannabis business is expected to bring in a massive amount of tax revenue for the state.
