Helio Health Plans 108-Unit Downtown Binghamton Apartment Complex

A Syracuse company that runs a Broome County drug treatment center is preparing to develop a $57 million housing project in Binghamton for people with substance abuse challenges.

A unit affiliated with Helio Health acquired the former Sheltered Workshop site at 200 Court Street and some adjacent properties for $2,250,000 last May. The project would create a total of 108 apartments.

A development plan outlined for the city's Commission on Architecture and Urban Design indicated the project would convert an existing vacant former manufacturing warehouse into housing.

Three connected buildings would be renovated into 81 units. A three-story addition would be constructed to house 27 more apartments.

The plan calls for the creation of a community room as well as a fitness center and an outdoor recreation area in a courtyard. The facility also would have lounges and laundry rooms.

The developer is applying for designation as a "historic place" to allow the project to be eligible for certain tax credits.

The original three-story building was constructed on the site west of Stuyvesant Street starting in 1947. Additions then were made to the Sheltered Workshop complex.

City planners have indicated they believe the housing project could be completed in two to three years.

Helio Health president Jeremy Klemanski could not be reached on Monday to discuss the Binghamton apartment complex.

Helio Health operates a substance abuse treatment facility at the Broome Developmental Center campus in the town of Dickinson. The program opened at the site in April 2018.
