The Johnson City Police Department was attempting to perform a traffic stop on Friday morning, December 27, 2024, in the area of Main Street and Avenue C.

The motorist refused to stop and then struck a Johnson City Police vehicle along with an unoccupied parked vehicle. The suspect fled the scene, drove into a yard on Bennett Avenue, and became stuck in the snow. 

Officers from the Johnson City Police Department along with New York State Police took the driver, Kayron Milner, who resided in Binghamton, New York, into custody. It was determined that Milner was operating the vehicle while under the influence of methamphetamine.

According to the Johnson City Police Department release, Milner was charged with several misdemeanor charges and released on an appearance ticket in accordance with bail reform.

In addition to being issued several traffic tickets, Milner was charged with unlawful fleeing police in a motor vehicle in the 3rd degree, obstructing governmental administration in the 2nd degree, resisting arrest, criminal possession of a controlled substance in the 7th degree, reckless driving, driving while ability impaired by drugs and criminal mischief in the 4th degree.

The release from the Johnson City Police Department adds that shortly after Milner's release, the department was alerted to a stolen vehicle report from Corliss Avenue in the Village.

Johnson City officers familiar with the earlier incident reviewed CCTV, and recognized the stolen vehicle suspect to be Milner.  Shortly after, a Broome Sheriff’s deputy noticed the vehicle parked at the North Street Motor Lodge in Endicott.

Milner was taken into custody without incident, turned over to Johnson City Police Officers, and charged with Grand larceny in the third degree, a class D felony.

In Addition, Detectives from Johnson City met with Endicott Police personnel, establishing probable cause to charge Milner with Criminal possession of stolen property in the third degree, a class D felony due to determination that he had also stolen the vehicle that he was originally stopped in.

 Milner was being processed in Johnson City and then to be taken to Broome County central arraignment. The Johnson City Police were assisted by the New York State Police, the Broome County Sheriff’s Office, and the Endicott Police Department.
